D&A has been contracted with Sacramento County Water Agency (SCWA) since 2016 for a multi-year, multi-phased water main and meter installation project that will bring the Agency into compliance with SB 2572 and to ensure the system is adequately sized to meet fire suppression demands. The entire Project will install over 38 miles of 6- to 16-inch ductile iron and C900 PVC pipe within residential and major arterial roads (Watt Ave., Fair Oaks Blvd, and Howe Ave.) and over 3,000 residential and commercial water meters. This project abandons existing water mains located in backyard easements and installs new water mains within the road right-of-way to allow better access.
D&A recently completed design of Phases 1B, 3, 4, 5 & 6 which includes approximately 140,000 feet of 16-inch, 12-inch, 10-inch and 8-inch ductile iron pipe. Phase 3 construction is nearing completion and the most recent phases of the project will be constructed in 2024. D&A is currently providing construction management and inspection services for the ongoing project as a part of a larger team.
The project applied for and was awarded a grant for meter installations from the Bureau of Reclamation. D&A assisted with project information required for the grant application and continues to assist the Agency with administration of the grant funds. Phase 1A of the project was awarded the American Society of Civil Engineers’ 2018 Community Improvement Project of the Year. Phase 2A was awarded the American Society of Civil Engineers’ Outstanding Community Improvement Project Award.

The Hillcrest Neighborhood is in an older portion of the City of Roseville where infrastructure such as water mains and roadway surfaces need replacement. As part of a design-assist team with the City and the Contractor, the D&A team provided the design of the water mains replacement project that included approximately 20,300 lineal feet of water distribution pipe, fire hydrant replacement, and the reconnection and/or relocation of metered water services. The project included preparation of plan and profile sheets to a 60% level and biddable specifications, DDW waiver preparation, and SWPPP preparation. The proposed system primarily consists of new 8-inch water mains (PVC and ductile iron pipe) and 6-inch standard barrel fire hydrants. Construction was completed in 2021.

D&A was selected for several consecutive 3-year on-call services contract with the District to provide design of main replacement projects. Projects have included multiple bore and jack and directional drill trenchless designs for 8-inch through 16-inch pipelines across existing drainage canals and creeks. Our most recent project with trenchless was in 2022 for the Watt Avenue Main Extension Project which included a 16-inch ductile-iron pipe crossing an existing creek. Our projects have also included bridge crossings with structural support. D&A has also worked with SSWD to get an exception approval from Caltrans to allow for pipe to be installed without encasement within Caltrans Right-of Way (part of the Naomi Main Replacement Project).

The project consists of a 5-foot diameter, 30-foot deep wet well partially built into rock as well as a masonry chemical/electrical building, standby generator, odor control, emergency storage and remote monitoring via SCADA. The project construction was completed early 2023.
